Mine has been licensed & insured for 4 or 5 years and is driven often on the street. I have heard more than once that CA doesn't allow even rubber tracks on the street, but I haven't confirmed that. I have driven among several CHP & sheriffs without any more than a wave, so I don't know if "no rubber tracks" is true or just not necessarily enforced. I'll drive it until I can't. Check this, but I think if all you're doing is going to & from parades, you don't even need it licensed. I'd sure insure it though, and the insurance company may have licensing requirements.
