Felt gasket in carb kit?

I finally managed to get a carb and get the thing rebuilt.  It was more difficult finding the correct carb than I expected!  In all/most of the rebuild kits I remember looking at, including the one I actually purchased, they have a felt gasket as seen below.  What is this used for?
