Track Top Roller spacers/washers?

When taking the track top rollers apart, I found a metal and rubber washer on each side of the top roller that went between the hub seal and the end brackets.  They were only on one side and I can't find any reference to them anywhere.  Has anyone seen these before.  In the picture you will notice the metal washers are pretty beat up.

Do your end brackets have a flat disc that is welded to the brackets? Maybe yours have broken off?

Yes, the brackets/support arms do have the discs on them.  They are the same on both sides of the halftrack.  That is why I found it unusual that I found these on only the right side upper roller.
