Title: What are these pads for?

Does anyone else have these pads on their cross tube? What’re they for? Thanks.

Yes, welded on. They don't go all the way around the tube, just on the front.

To me it looks like they might be pads to hold chains in place when it is tied to a trailer for transport.  Henry
