Floor Pan Question

I've been cleaning up the lower toe kick panel that the accelerator pedal attaches too.  Looks like there were a couple of holes, underneath the pedal close to the pass-through for the accelerator rod, that were welded up.  Not sure if someone punched holes in the panel and later on someone else welded them up, or is there something missing.  Appreciate your help.  Thanks,

Should have 1 bolt hole for accelerator pedal base  2 smaller holes 1 on each side of that for the tabs off the pedal base to keep pedal base from moving around. Then the pedal rod hole to go to pivot on firewall for carburetor linkage

Thanks for replying.  Guess I've got the standard holes plus a couple of civilian holes (filled in now).
