Thats how the M9A1 is. The M3 is arranged just the opposite.

Could be this. Since there were several non interchangeable decontaminator brackets in use at the time, they may have made the brackets themselves “quick release”, instead of installed permanently like the extinguishers.

Don't know how I missed this post Jesse, but that is very interesting...and the best explanation I've seen so far.
