I think know the owner of the one in St. Louis.  He has painted it since I last saw it.

It was in a lot worse shape at the time.  I will see if I can find some pictures.  One of them did run at the time.  Between him and his brother they had three.

Well that looks to me like laminated tire sections, the same that is used on farm equipment like brush cutters, to keep from having flats. I say that because my store sells them for cutters, never seen one in 20".
