Starter button on top or bottom?

I've seen pictures where, on the dash, the ignition switch is located above the starter button and then I've then seen pictures where they are reversed and the starter button is above the ignition switch.  I assume that it has to do with models or year of manufacture.  Does anyone know for sure what makes the difference?

Basically year of manufacturer. All three primary builders made the change.
1941 White M2
1942 White M4A1 was M4
1942 Autocar M2A1
1942 Autocar M3-75
1943 White M13 rebuilt as M16
1943 Diamond T M3A1
